Europe saw illegal gambling revenues triple to reach twelve billion euros by two thousand and twenty five. This massive black market now accounts for twenty five percent of all online wagers across twenty eight studied regions. Researchers from Regulus Partners and Helios spent over one thousand hours tracking web traffic to uncover these numbers.
Government rules push players away
Strict state policies and heavy regulations are driving punters straight toward unlicensed sites. Filip Jelavić from Helios explained that government limits and mandatory affordability checks create too much friction for regular users. When legal bookmakers restrict choices or offer poor value, gamblers look elsewhere for better options.
Crypto and affiliates fuel growth
Cryptocurrency has become a major tool for unregulated operators to bypass standard banking checks. Because very few legal jurisdictions accept digital coins, crypto users are pushed toward these offshore platforms. Meanwhile, aggressive affiliate marketing helps smaller illegal sites acquire new customers without facing regulatory penalties.
Risks for regular punters
EUROMAT president Jason Frost warned that unlicensed websites lack vital safety tools like self exclusion schemes. Without these protections, vulnerable players face serious risks while gambling on rogue platforms. Furthermore, law enforcement agencies note that criminal syndicates use these illegal proceeds to fund other serious crimes.
What regulators plan next
Industry leaders plan to use these new findings to lobby policymakers and law enforcement across member states. Unlicensed bookmakers pay zero taxes and operate with lower overheads, which allows them to offer much higher returns than legal sites. Authorities now face mounting pressure to fix the rules before the black market expands even further.
Always stick to licensed bookmakers to protect your deposits and ensure fair payouts.
