The Federal Court handed down a massive penalty of 260 million dollars against The Star Entertainment Group following long civil proceedings. Justice Moore found the major casino operator responsible for severe breaches of anti money laundering and counter terrorism financing laws.
The court noted that the operator failed to maintain a proper compliance programme and did not monitor customers adequately. Officials stated that the company neglected to verify customer identities and sources of funds on numerous occasions.
Major compliance failures
Investigators revealed that the casino allowed cash deposits from third parties without recording identities. High risk customers continued using private gaming rooms while staff ignored obvious warning signs of suspicious activity.
The judgment highlighted that over 1,200 gamblers used high risk channels without proper safeguards. Revenue linked to junket operations exceeded 1.4 billion dollars during the period reviewed by the court.
Profit over community obligations
Brendan Thomas from the financial intelligence regulation body stated that the company put profit over obligations to the community. He criticized the operator for running a private casino within its venue with very little oversight.
This judgment builds on previous state and Commonwealth fines meant to provide ongoing deterrence value. Two former senior executives previously breached the Corporations Act due to failures in managing financial risks.
This massive regulatory penalty shows that gambling operators face severe consequences when they ignore compliance rules.
